SYSTEM FOR EVALUATING THE EFFECTIVENESS OF COASTAL MANAGEMENT OF URBAN RECREATIONAL BEACHES IN THE MUNICIPALITY OF JOÃO PESSOA, BRAZIL (2021 – 2023)
Abstract
Traditionally, the actions and public policies of Environmental Management aimed at the development and protection of my coastlines disregard, for the most part, the information and experiences that users locate in the environment on their own. Public resources are generally allocated ineffectively, given that the intervention plans, despite providing better quality of life in society, do not elevate, in practice, the intended environmental quality. The concept of effectiveness in the field of public administration allows managers, especially those involved in the management of coastal systems, to act in the sense of detecting, with greater clarity and brevity possible, the real deficiencies involved, so that we can also establish the priority actions with focus on delivering quality results. In this context, the purpose of this investigation was to evaluate the level of effectiveness of the Environmental Management Costeira of the municipality of João Pessoa, especially the urban beaches of Manaíra, Tambaú and Cabo Branco, in two different periods, using as a methodology the correlation between the technical evaluation objectively two indicators of Biological, Environmental and Infrastructure and Services status and a subjective assessment, through the environmental perception of local frequenters, through directed interviews. The results of the two indicators, measured in 2021 and repeated in 2023, indicate that the programs, actions and/or services developed for the urban coastal management of the municipality of João Pessoa, in the area of the Manaíra-Tambaú-Cabo Branco coastal complex, continue to present -se, in general, few effective, without practical results of quality, are compared with the standards offered by urban recreational beaches considered ideal. Except for a few things that are valued by users, with optimal levels of quality, such as security and public lighting services, in a general way, it is evident that the low quality of the local coastal management over the last two years, whose products you deliver are evident to There is an urgent need to readjust and prioritize two processes, focusing on truly effective environmental and social results.
